Continuous improvement through the CAF model

On January 24th, the Government Office of the Slovak Republic organised the conference "Continuous improvement through the CAF model - support of the guarantors and methodologists of the CAF model" in Bratislava.

The Head of the CAF Centre at KDZ, Philip Parzer, attended the conference along with a number of representatives from Slovak ministries and spoke about the change dynamics in the implementation of the Common Assessment Framework and how the model can be used to drive lasting and effective change initiatives in public administrations.

In his statement he focused I focussed on the change dynamics when implementing CAF and how to use the model to ignite lasting and effective change initiatives in public administrations. CAF builds on these 3 fundamental elements of change:

  1. 𝐖𝐡𝐲? – The reason for change can be found in the deep and critical reflection and assessment of the status-quo and in current trends influencing the system of public administrations. CAF challenges the status-quo and supports in detecting “blind-spots” for needed improvements.
  2. 𝐖𝐡𝐞𝐫𝐞? – Effective change needs attractive and shared visions, in which direction public administrations should go. This common picture is likely to produce drive and clarity in the daily actions.
  3. 𝐇𝐨𝐰? – No sustainable change without a clear view on how to implement it. Change needs alliances and improvement teams. Giving them trust, ressources, responsibility and recognition by leadership to further develop their organisation is key.
