The Municipal Exchange Fund Austria–Ukraine (A4U) connects Austrian and Ukrainian municipalities and municipal partners. Through knowledge exchange and practical cooperation, they jointly develop solutions that strengthen local governance, resilience and sustainable recovery in Ukraine.
Following the first call, six partnerships are preparing projects in key areas of municipal development. The Municipal Association for Waste Management in Schwechat and Stara Syniava will cooperate on circular waste management and reducing plastic pollution. Vienna and Kyiv will focus on smart parking management, while Ollersdorf and Dubrynychy will prepare a renewable energy solution for a kindergarten. Harmannsdorf and Palanka will work on local governance and transparent financial management. Graz and Vinnytsia will develop a data-based approach to urban green spaces, and Bregenz and Yaremche will strengthen municipal resilience and public services.
A4U is implemented by KDZ – Centre for Public Administration Research, with funding from the Austrian Development Agency as part of International Partnerships Austria and from the Austrian Association of Cities and Towns. The project is part of U-LEAD with Europe.
