KDZ Centre for Public Administration Research carried out a survey for the Slovenian EU-Presidency and proved that CAF leads to significant improvements in human resource management. 244 CAF-certified public sector organisations have been invited to fill out the questionnaire. CAF (Common Assessment Framework) is the European selfassessment tool for better quality and governance in public administration.
The impressive result are as follows:
58 percent of the CAF-Improvement Plans cover measures for the improvement of human resource management. After the implementation of CAF more than 50 percent of the organisations observe changes in “organisational culture”, “enabling”, “recruitment” and “measurements of hrm effects”. The detailed analysis shows that the CAF has high impact on HR-measures related to main items of organisational development. CAF significantly improves the internal communication (69 %), competences of employees (63 %), teamwork (61 %), satisfaction level of customers (56 %), internal training programs (54 percent), mission statements (53 %) and the performance of employees (47 %).
