Turning Challenges into Solutions – CAF as a Steering Tool for Quality and Performance in Croatia

CAF stands for Common Assessment Framework and provides a system for better Quality and Change in Public Administrations. With the CAF Practitioners Network the CAF Centre of KDZ hosts a format to bring together CAF users from around the world to exchange professional experience and strengthening practical knowledge in implementing CAF projects. 

Target Group

Public servants working in the field of public administration reform, change management, quality management, consultants, trainer and coaches etc. who want to boost their knowledge and hands-on approach in implementing CAF projects.

Objectives
  • Setting the scene for international exchange of experts implementing CAF programs

  • Providing hands-on knowledge in fast-lane online-sessions (all two months) 

  • Sharing experiences and good practices for effective change programs with the CAF 

  • Boosting and further development of common practices in implementing CAF programs and Professional External Feedback Procedures (PEF) 

  • Offering workshop designs and methodologies for CAF implementation  

Content

In the upcoming meeting on 6th of October 2025, from 2-3:30 p.m. (CET) the standard for the implementation of CAF criteria in operational planning and reporting in Croatia will be presented.

Croatia implemented an ESF project to introduce quality management based on the 2020 CAF model, supported by updated manuals and guidance and an IT system. Following the results of the self-assessment, many public administration bodies were found to have weaknesses in documenting enablers (planning and checking) and results (targets and actual values). The guidance on operational planning and reporting defines minimum standards for public administration bodies to make it easier to implement CAF.

Get hands-on practical insights into following topics:

  • Operational planning and reporting within the legal, strategic and organisational framework in Croatia. 
  • Guidance on annual planning and semiannual and annual reporting (version 2024):
    • Mission, vision, values and context
    • Setting measures and objectives and KPIs for organisational level result
    • Operational objectives, output KPIs, deadlines, stakeholders and budget
    • Reporting on implementation and transparency Obligatory results KPIs (target values) based on CAF criteria and strategic documents 
  • Example of the Ministry of Health's annual plan for 2025 and semi-annual report for January–June 2025.
