The Municipal Exchange Fund Austria–Ukraine (A4U) has officially launched its Call for Proposals, inviting Austrian and Ukrainian municipalities to submit joint project proposals and establish municipal partnerships.
The programme supports 10–20 partnerships with up to €50,000 per project. Project duration is 6 to 10 months and requires joint implementation by Austrian and Ukrainian partners. The focus lies on knowledge exchange, capacity building, and sustainable local development, with the aim of supporting Ukrainian municipalities through the transfer of knowledge and expertise.
Municipalities without an existing partnership are also encouraged to apply. KDZ provides support in finding a suitable partner through an Expression of Interest process.

The Municipal Exchange Fund Austria–Ukraine (A4U) supports municipal partnerships between Austria and Ukraine to strengthen Ukrainian local governments by supporting recovery efforts and accompanying municipalities on their path towards European integration.
Through structured municipal partnerships, A4U facilitates exchange, mutual learning, and hands-on cooperation. Austria and Ukraine work together to develop practical solutions, share expertise at local level, and build long-lasting partnerships.
The A4U project is implemented by KDZ – Centre for Public Administration Research and funded by the Austrian Development Agency (ADA) as part of International Partnerships Austria and the Austrian Association of Cities and Towns (AACT). A4U is part of U-LEAD with Europe - a multi-donor action of the EU and its member states Germany, Denmark, France, Austria, Poland and Slovenia.
