# CSPF meeting to the ongoing consequences of COVID19
On the 2nd and 3rd of this month, the European CSPF was proud to hold its third meeting virtually. Topics discussed were the ongoing consequences of Covid19 quarantines having impacted regional and local governments unevenly and the decline of local government investment in recent years and how best to secure revenue. Moreover, the overriding importance of innovation was highlighted by the city of Vienna's experience with its own Innovation Lab. Major takeaways included the need to combine local with global understandings, especially as concerns SDGs, such that not all elements of Agenda 2030 can be competently addressed by local governments, who must prioritize appropriately. The sincerest thanks to our members who have agreed to a new roadmap presented and discussed for 2022-2023.

# KDZ implemented 𝗖𝗔𝗙 in Ministry of Agriculture and Forest in the Department of Livestock (Bhutan)
KDZ supports the Royal Civil Service Commission of Bhutan (RCSC) in the implementation of the Common Assessment Framework with the support of the Austrian Development Agency.
As one of the very first of several CAF roll-outs planned CAF has been implemented in the Ministry of Agriculture and Forest in the Department of Livestock (DoL). Together with a great team of internal moderators of RCSC a very interactive and focused online training for 42 participants could be delivered. In parallel train-the-trainer sessions the internal project and change managers of RCSC were also equipped with deep insights and hands-on techniques for the application and facilitation of CAF projects. In a timeframe of 4 month (September-December 2021) the CAF programe could be fully implemented online. The results show a variety of custom-fit CAF actions which will guide DoL in the best way through further development activities in the year 2022.
# Policy Note of the Directors General responsible for public administration
In November the Directors General of the European Public Administration Network (EUPAN) presented two important studies on human resources in public sector. KDZ is proud that the study “Impact of CAF on Human Resource Management and People” has been recognised by the EUPAN Network and the findings will be perceived in the future development of public sector workforce.
The Directors General decided that they will further support the improvement of human resource management and development in their public administrations in the ways they find appropriate with use of traditional tools, quality tools such as CAF model, as well as new innovative approaches for people management to ensure and upgrade the capabilities of public administrations for current and future challenges.

# Global insights into urban-rural relations now available!
5 continents, 17 countries and 180 practices comprise the recently published country reports on challenges and potentials for local governments in the changing urban-rural interplay. The country reports have been elaborated within the EU-funded LoGov-Project where KDZ is one of 17 consortia partners. The Austrian Country Report includes beside others the open spending platform Austria (www.offenerhaushalt.at) or the "Lienzer Talboden Future Space".
# ReSPA advisory board meeting
On 6 December, the RQM started its operational work with the first Annual Coordination Meeting of the Regional Quality Management Centre (RQMC). At the hybrid meeting, the plans for 2022 were discussed with the participation of KDZ experts Thomas Prorok and Philip Parzer.
The RQMC is based on a decision of all responsible ministers of the member countries of the Regional School of Public Administration (ReSPA). It provides regional expertise in Quality Management and assists public administrations in strengthening their capacities to implement Quality Management tools and systems. RQM aims to upgrade administrations' quality management as a prerequisite for better work performance and better public services. Therefore the centre focuses on CAF implementation as the most relevant quality management tool in public administration.
KDZ experts played a leading role in the development of the RQM and are excited about the start of operational work.
