The KDZ-Centre for Public Administration Research has been working with partners from Ukraine for more than 20 years. Our thoughts are with the partners and their families. We are proud that together we have made important contributions to strengthening democracy, good governance, decentralization and European integration. Now we are experiencing dark days in Europe.
But we are convinced that democracy and governance are stronger than war. And we will continue to support this.
# 11 case studies examine the impact of CAF during the Covid19-Crisis
KDZ supports OECD and DG Reform in the project "Strengthening the Resilience of Public Administration with the CAF (Common Assessment Framework)". We implement with OECD and local researchers eleven case studies in public sector organisations of Austria, Belgium, Bulgaria, Croatia, Greece, Italy, Poland, Portugal, Spain, Slovakia and Slovenia. The case studies will show how the organisations reacted on the Covid19-crisis and if CAF had an impact on the organisations during the crisis. The Kick off meeting with the case study organisations and the researchers was conducted on February 24th.
# Public Administration Reform and Local Autonomy in the Danube Region - Offical Launch of BACID III
For more than six years, the Association of Cities and Towns, together with the KDZ Centre for Public Administration Research, has been supporting decentralisation and Public Administration Reform in the Western Balkans and the Republic of Moldova.
BACID (Building Administrative Capacities in the Danube Region) is co-funded by the Austrian Development Agency (ADA) and extended till mid of 2024. With the partners ReSPA, the Regional School for Public Administration, and NALAS, the Network of Assocoations of Local Authorities of South-East Europe activities to improve Public Administration Reform, Good Governance, Decentralisation, Digitalisation and Transparent Public Budgets will be implemented.
The kick-off meeting brought together key stakeholders for the Region, e.g. the Regional Cooperation Council, PA 10 and the Danube Strategy Point of the EUSDR, the Council of European Municipalities and Regions (CEMR), the City of Vienna, the Austrian Ministry of Foreign Affairs and the the ADA offices in the field.

# KDZ in dialogue - Megatrends in human resource development of European public administration
25 percent of the workforce in the public administration of EU-countries are older than 55 years. At the same time a new generation of young practitioners enters the scene and confronts the “Human Resource Managers” with new demands on the workplace. The Slovenian EU-Presidency has conducted 2021 two studies which bring new findings for the Human Resource Management (HRM) of the future: “Ageing and Talent Management in European Public Administrations” and “The Impact of the Common Assessment Framework (CAF) on HRM and People“.

# New report on "Australian local government system"
The KDZ is partner of the international "LoGOV-network" which published reports of local government structures of 16 countries worldwide. The Australian partner "Universtiy of Technololgy Sydney (UTS)" gives interesting insigths, e.g: The Australian Constitution does not formally recognise local government. And: Australia implemented structural reforms to reduce the number of its municipalities from 1000 to 537.

# CAF in Bhutan
The Royal Civil Service Commission of Bhutan (RCSC) started the CAF-program last summer. CAF Senior Expert and Head of the CAF-Centre Philip Parzer supported the implementation of the Common Assessment Framework (CAF) in the Ministry of Agriculture and Forests. With the right mix of smart digital tools, an agile approach, highly engaged people and a common drive to improve public service delivery the CAF lead to results and actions which work.
# CAF in North Macedonia - Ministry of Information Society and Administration
Minister Admirim Aliti opened the CAF workshop in the Ministry of Information Society and Administration (MISA) of the Republic of North Macedonia 🇲🇰.

# Digital CAF Workshop at the Agency for Gender Equality of Bosnia and Hercegovina
The Agency for Gender Equality of Bosnia and Hercegovina successfully finalized the CAF implementation. Ten Self-assessment group members were guided by CAF-Senior Epxert of KDZ Bernadette Tropper-Malz, the local expert Tihana Puzic and the Regional School for Public Administration (ReSPA) through the clustered actions for improvement.
# Local Governments' Financial Vulnerability - Analysing the Impact of the Covid-19 Pandemic (Routledge)
KDZ contributed to the new book of the local finances expert from the Cities for Sustainable Public Finances Network (CSPF) Emanuele Padovani. The book analyzes local government finances before and after the Covid19-pandemic in eight OECD countries.

# Philip Parzer is new Head of the CAF-Centre
Philip Parzer will take over the Lead of the CAF Centre on March 1, 2022 from Thomas Prorok, Managing Director of KDZ Centre of Public Administration Research.
Nominated by the Federal Ministry of Arts, Culture, Public Service and Sport, the CAF Centre acts as a national and international hub and think-tank for quality management with the Common Assessment Framework (CAF) for the public sector.
Through his extensive experience in management consulting, implementing organisational transformation and public administration reform on the national and international level, Philip Parzer will contribute his knowledge to the further development of the CAF and the positioning of the CAF as a lead tool for quality management, change management and good governance in the public sector.
