# EU Standards for the North-Mazedonian Ministry of Agriculture
Together with RQMC, the Regional Quality Management Centre of ReSPA (Regional School of Public Administration), Thomas Prorok and Alexandra Schantl conducted a CAF workshop at the Ministry of Agriculture in Northern Macedonia. The committed members of the Ministry's team prepared a serious and demanding improvement plan.
# Challenges of Local Govenments in North Mazedonia
These days, Thomas Prorok and Alexandra Schantl shared their insights on the challenges of providing adequate Infrastructure in a growing municipality during a visit in Gjorche Petrov to Mayor Aleksandar Stojkoski and Quality Manager Nadica Mushijan. Gjorche Petrov was the first municipality in North Mazedonia which implemented the CAF - the European System for Quality and Good Governance in Public Administration - in 2015. A great basis for the future co-operation that we are looking forward to.
# Citizens' Monitoring WeBER 3.0 has started
Civil society monitoring of administrative reform in the Western Balkans enters its third round with KDZ as Austrian partner. WeBER 3.0 (Western Balkan Enablers for Reforming Public Administrations) builds on two successful monitoring cycles (2015-2021) and aims to advance citizen-centred administrative reforms and thus contribute to increased transparency, integrity and accountability of governments in the Western Balkans. WeBER 3.0 started on 1 February 2023 and is implemented under the auspices of the European Policy Centre - CEP Belgrade.
# Low trust in European Governments rising since 10 years
The new Trust Survey of OECD - OCDE reveals shockingly low levels of trust among citizens in governments. On average 4 out of 10 people trust their national government while 4 out of 10 do not. Latvia and Austria are in last place in Europe: Only around 25 percent of citizens trust the government.
Unfortunately just 15 European countries participated in the new survey. The countries in grey colour on the map are the missing European countries with the data from the last "Government at a Glance Report 2021" of OECD.
In general, a gradual decline in the trust can be observed in all countries. This trend is recognizable since at least the last 10 years and got a negative boost with the Covid19 pandemic.
CAF is the European Common Assessment Framework for better quality and governance in the public sector. More than 4.500 Public Administrations in Europe are using CAF. KDZ developed the CAF-Wiki to facilitate the exchange of the users and share the experience of the users.
Wikis are easy-to-use digital open knowledge platforms. Like the well-known „Wikipedia“ the CAF-Wiki lives from the contributions of the users and knowledge carriers.
The knowledge platform www.caf-network.eu is open, transparent and collaborative: Everyone can share and use CAF practices and knowledge.
We are convinced that this CAF-Knowledge Wiki will contribute to better Public Administration.
The long-term cooperation with KDZ means a lot to us at NALAS. In KDZ we found a peer that fully understands who we are.
Isabelle Verschuren | Federal Public Service Policy and Support (BOSA), CAF correspondent of Belgium
In the last years Belgium has planned and organised many different CAF activities (e.g. CAF training, Certification of CAF label) together with KDZ.
Josep Medrano | Director of Strategic Planning and Taxation, City of Barcelona
For the City of Barcelona, the collaboration with KDZ through the European "Cities for Sustainable Public Finances (CSPF)" has reached a qualitative advance.
