The KDZ's 'European Local Government Report 2025' analyses the development of municipal finances in EU countries, revealing ongoing structural pressure on municipal budgets. Based on the latest Eurostat data, it examines structures, finances and functions at the local level and calls for key reforms, such as clearer and more stable task distribution between levels of government, better task and financing coordination, and strengthened local autonomy.
