Open Government is the comprehensive redesign of politics and administrative activities according to the principles of modern Public Management and Public Governance. In terms of the above, Open Government focuses on transparency, participation, and collaboration. The KDZ Implementation Model is based on and significantly elaborates the "Open Government Implementation Model" by Lee/Kwak1. The practical experiences of the city of Vienna and other institutions in German-speaking countries have been incorporated into the model.
