Public procurement in the European  Union

On February 1th, 2006 two new European Directives on public procurement came into force. Those directives govern the procures for the award of public supply contracts, service contracts and works contracts and the awarding procedures of entities operation in the water, energy, transport and postal services sector. The correct and rapid implementation of the new directives helped to open up public procurement, improved the functioning of the Internal Market and enabled the EU to reap the full benefits from an enlarged Internal Market. This book is the first treatise of its kind to systematically and comprehensively analyse the substantive and procedural framework of public procurement law at EU level. It starts with the new, Europe-wide binding directives on public procurement and compares the new provisions with the previous legal situation. Approximately 200 decisions of the European Court of Justice and the Court of First Instance have been analysed. Starting with practical overviews at the beginning of each chapter, the public procurement practitioner gets essential information about European public procurement law. This book was conceived for public procurement practitioners both now and in the years to come.
