The 10th NALAS Fiscal Decentralization Report reviews local finance developments and decentralization reforms in South-East Europe over the past decade. It analyzes intergovernmental fiscal relations, focusing on transfers, equalization, taxation, and borrowing. The report also compares policy dialogue frameworks and advocacy efforts of NALAS members. It includes data for the last ten years, with more available in the NALAS Observatory. The report aims to support informed policy dialogue and reform planning at national and local levels. NALAS notes significant progress but highlights remaining disparities. Strengthening multi-level governance and fair revenue distribution remain key priorities.
