Finanzausgleichsreformen scheitern zumeist an Blockaden der Verhandlungspartner, welche häufig auf mangelhafte Prozesse und Strukturen der Zusammenarbeit zurückzuführen sind.
Mit dem Governance-Ansatz soll genau hier angesetzt und bestehende Lücken der Zusammenarbeit identifiziert werden.
Im Rahmen dieser Studie wurde eine Option für eine governance-orientierte Reform des Finanzausgleichs entwickelt und diese basierend auf Interviews mit VertreterInnen von Bund, Ländern und Gemeinden weiterentwickelt.
